Jello Biafra’s new policies would’ve included:

-police officers required to run for election by the people of neighborhoods they patrolled

-hiring laid off city workers to panhandle in affluent areas of SF (on 50% commission)

-relocating city jail to a golf course allowing people to enjoy their stay

-banning of cars in SF
